This quest can be found in Noctis from Anton's associate. Ask for work to receive your orders. Make your way to the marker in the canyon and search around the area for 2 bodies. Inspect both of them and head back to Noctis and the next objective. Speak to the three people here. Speak to the person of interest and then watch the girls to uncover their secret. Players have reported a bug here in the quest, what the player needs to do is crouch near the prostitutes so they're not seen by them until it prompts the user to spy.
